First Pillar: Current Status

The purpose of this pillar is to define the current status of institutions’ foresight capability; to be able to outline the most significant strengths and improvement areas and possible chances. To accomplish this, the advisory team will disseminate the Maturity Questionnaire, as well as an internal assessment of the foresight criterion, as follows:

Institutional Maturity Questionnaire

The survey aims to assess the organization’s current capacity to foresight the future. It provides framework measures, analytically and numerically, the foresight practices applied by the organization. That would lead to making informed decisions. Besides, it would help define the incremental procedures to be implemented by the entity to improve its foresight activities. The questionnaire will be disseminated to the institution's administrative leaders to assess its ability and skill in the field of foresight, to determine the institution's current status, and areas of improvement to focus on to achieve added value and optimal investment of resources.

Foresight Criterion

The advisory team will conduct a pilot internal assessment, to define the current status of the institution's capability and achievements under the axes of government excellence in force inside UAE, focusing on the fifth key criterion: The Foresight The team will endeavor to outline the institution's most significant strengths and thus focus on them and also identify improvement areas and possible chances to address.


Second Pillar: Future Foresight Culture

The purpose of this pillar is to build, disseminate and promote foresight culture in the entities staff (leaders and employees) to be able to:
- Comprehend the different concepts, methodologies, and tools of the foresight.
- Understand foresight importance to develop and sustain institutions.
- Grasp the best innovative practices in the institution’s business fields.
- Find global trends and driving forces constantly affecting the institution.

Lectures

Despite the availability of knowledge and experience of senior and middle management about the subject of foresight and the requirements of applying the standards of institutional excellence in this area, the goal of this lecture is to enhance this knowledge in addition to confirming the creation of mutual conviction and common understanding among all members of the entity regarding those requirements in a way ensures their adoption and support to develop, apply, and update systems, methodologies, and practices of institutional excellence. The duration of the lecture will be one hour to one and a half hours. The targeted audience will be senior and middle management.

Workshop

Over a full training day, this workshop aims to raise awareness and build a foresight culture among all functional classes in the entity. The workshop includes explaining foresight’s concept, methodology, and different tools. in addition to government excellence standards in regard to foresight criterion. The workshop is divided into two main sections: theoretical and practical. Third Pillar: Entities’ Future Foresight Team

It is necessary to have a team, specialized in foresight, to forecast future scenarios in both government or private institutions, which builds knowledge and capabilities gradually to achieve professionalism in the future.

Testing

This segment's objective is to pick some employees to form the future foresight team inside the requesting entity. The selection will be based on the criteria of an employee's ability to think creatively and innovative, and his future outlook, and his knowledge of the future directions of the ministry, the state, and the world. Implementing criteria will take the form of testing and interviewing 20 people.

Perform A Specialized Workshop for The Team

The training objective is to enhance the scientific and deep understanding of the foresight concept, through drawing future scenarios, and to teach and try the most important and most popular methodologies and tools of future foresight used in leading international institutions in preparation for the development of a foresight plan according to a clear future vision, based on innovative future scenarios. It is a 3 days training, that involves theoretical information and practical skills about developing future scenarios, initiatives, and future projects.

Training Objectives:

- Learn the history of foresight studies and its synonyms.
- Learn the scientific concept of future foresight.
- Distinguish foresight from strategic planning.
- Learn about the Future Cone.
- Learn about government foresight.
- Learn about different foresight methodologies.
- Provide the ability to understand the future through customary theories.
- Learn about and try techniques and tools used in the process of foresight.
- Learn about major trends affecting governments and the world.
- Provide the ability to develop future initiatives and projects from global trends reports.
- Provide the ability to forecast future scenarios for the institution and to conclude the expected consequences of each scenario.
- Anticipate scenarios and create new and innovative initiatives and future projects that achieve competitiveness and leadership.

Future Scenario Planner Certificate

This segment's objective is to provide an opportunity to be tested after the completion of a private project of developing a foresight plan, in preparation for the certificate of "Future Scenario Planner" issued by the Future Foresight Foundation - Abu Dhabi, and Cambridge Training College - Britain.

The goal is to use the skills the trainee learned during the workshop "foresight concept, through drawing future scenarios" and apply it totally to his project. This project can be completed by one person or a group of 5 people who attended the course at a maximum.

The Expected final product of the Project:

1- Future opportunities/challenges the institution may face (minimum 4)
2- Future initiatives & projects to be implemented in the institution (minimum 10)
3- A letter to the institution head to convince him of the results of the project
4- Presentation explaining the implementation stages of the project (maximum 10 slides)


Fourth Pillar: Global Future Trends Report

The experts in Future Foresight Foundation will handle processing the Global Future Trends report about the various fields of the agreed-upon institution's business in accordance with the Domain Map tool, which will last four months, using the Horizon Scanning Tool. The report will involve a set of motives, trends, and forces of change that the horizon scanning showed that they play a key role in the institution's future, as well as what has been identified as revolutionary innovations that support the Specializations and functions of the institution. That report is an important and essential entry point to the foresight plan and its future initiatives & projects, and inspiration to achieve the institution’s competitiveness and leadership. This pillar intends to qualify the institution to be attentive, and watchful and cater to requirements of the fourth-generation system concerning the indicators of the Foresight Criterion as the fifth main criterion.
